Yes, you must remove the sealer. It is very important to remove the old sealer specially if the pavers have a haze look.
To remove the sealer, we recommend using SealGreen CSR1600 Coating Remover. After rinsing the pavers you will need to reapply the paver sand between the pavers that washed away during the removal/wash process.
After the sand application to the pavers, we recommend to use SealGreen Paver Sealer. This is a penetrating sealer. It will not change the natural look of the pavers when they are dry.
We also have SealGreen E15 epoxy sealer. This sealer will provide a wet look and a gloss finish.
