I have a customer with a paver patio, and we've encountered a white substance on the pavers that I'm having trouble Efflorescence Remover

I have a customer with a paver patio, and we've encountered a white substance on the pavers that I'm having trouble identifying. I can't determine if it's efflorescence or perhaps leftover residue from a previous sealer application.
Would you be able to take a look and help us figure out what it is and the best way to address it?

Based on the picture it can be efflorescence or old seal broken down

Solutions:
1.If it is efflorescence it will require our SealGreen Efflorescence Cleaner and pressure wash rinse. Then recommend sealing the pavers with SealGreen Paver Sealer.
2. If it is a sealer and is broken down, it will require you to remove the sealer using SealGreen SCR1600 Coating Remover. This will strip all the old sealers. Then I recommend sealing the pavers with SealGreen Paver Sealer
