What about inside home unsealed concrete with pet pee/odors? Kennel Disinfectant Cleaner KENNEL PRODUCTS

I have concrete that very obviously soaks water when I clean it. It does quickly dry but does this mean I shouldn't use the disenfectant? I have a cat-peed room w/concrete ground foundation that I have already ripped the carpet, pads, tack strips, and nails out of. I am going to clean it with kennel cleaner and then patch the holes from the nails before sealing. Then underlayment+LVP. Can I use this disenfectant before all of that?

Before you start washing, please treat the floor with the SealGreen Disinfectant to eliminate contamination and remove the smell from the floor.
